Early life and education: 

            S M Abul Kalam Azad, a career bureaucrat and member of the Bangladesh Civil Service (Administration Cadre), was born on 18 June 1960 at his maternal grandfather's house in Ghugrakati, Khulna district. He is the eldest son of S M Abdus Sobhan and Mosammat Johora Khatun. His father, a graduate of Rajshahi University and a renowned teacher, raised him at their village home in Sarishamut. His primary education began under the guidance of his grandfather, who was also a teacher. Azad passed the SSC examination in 1977 from Amadi, Jaigirmahal Takimuddin High School, and the HSC in 1979 from Government BL College, Khulna. He graduated with Honours in Agriculture from Bangladesh Agricultural University (BAU) in 1985. Azad obtained his MBA in Marketing from the University of Honolulu, USA, in 2004, and his MBA in HRM from the Royal University of Dhaka in 2006. He successfully completed his PhD from the American Independent University, California, USA, in 2019.

Azad embarked on his professional journey as a scientist at the Bangladesh Agricultural Research Institute (BARI) on July 1, 1987, while pursuing his M.Sc. Ag. (Plant Pathology) at Bangabandhu Sheikh Mujibur Rahman Agricultural University (BSMRAU). Subsequently, he transitioned from BARI and joined the Bangladesh Civil Service (BCS Administration-Cadre) on February 15, 1988, assuming the role of Assistant Commissioner. He dedicated over 31 years of his career to the Bangladesh Civil Service, where he explored various domains of administration and management within the public sector. Azad possesses a deep interest in the broader realms of public administration, development studies, and research. Throughout his extensive tenure, he acquired diverse expertise by working at both field and policy levels. Among his 31 years of service, he dedicated 18 years to administrative roles in Upazilas and Districts. Additionally, he contributed his skills and knowledge to the Ministry of Food and Disaster Management, Ministry of Public Administration, Ministry of Land, and Ministry of Defence.

He has actively engaged in numerous training programs and seminars held by prestigious national and international institutions both domestically and internationally. His areas of expertise include Magistracy, Land Management, Public Administration, Coordination, Policy Formulation-Implementation, Negotiations, Disaster Risk Management, GO- NGO Affairs, Settlement, and Rehabilitation of the destitute, Total Literacy Movement (TLM), Anti-smuggling drive, Cross-Agency Collaboration, among others. Additionally, he contributes as a part-time researcher and has published several articles in international scientific journals.

He was present at the Indo-Bangladesh Boundary Conference held in Malda, India, from March 4th to 7th, 2008, as well as the 53rd Indo-Bangladesh Boundary Conference held in Shillong Meghalaya, India from October 4th to 7th, 2009. Additionally, he took part in the Bangladesh-Myanmar Boundary Conference held in Maungdaw, Myanmar, from February 9th to 13th, 2012. He also attended the 4th Bangladesh-USA Security Dialogue held at the US Department of State, Washington DC, USA, from September 9th to 10th, 2015. He led the Bangladesh delegation at the 7th United Nations Global Geospatial Information Management Conference (UN-GGIM) held at the UN Headquarters, New York, USA, from July 30th to August 5th, 2017. He represented the Ministry of Defence, Government of Bangladesh at the 1st Bangladesh-India Annual Defence Dialogue held in Delhi, India, from May 7th to 8th, 2018, and the 2nd Bangladesh-India Annual Defence Dialogue held at the Armed Forces Division, Dhaka Cantonment, Dhaka, from April 9th to 11th, 2019.

He has attended the 34th Regional Disaster Management Course at the Asian Disaster Preparedness Center (ADPC) in Bangkok, Thailand, the Managing Change program at the Civil Service College Singapore, the Civil-Military Leaders' Course at the Australian Civil-Military Centre (ACMC) in Canberra, Australia, the Administration and Development in Vietnam course at the National Academy of Public Administration in Hanoi, and the Professional Development Course at Universiti Putra Malaysia (UPM).

He has travelled to various countries in Asia, Europe, Africa, Australia, and North America to lead delegations from Bangladesh and the United Nations, as well as to participate in numerous seminars, conferences, and UN Peacekeeping Missions in Mali, DR Congo, and Lebanon organized under the United Nations, the US Department of State, the People's Liberation Army Navy in China, and the governments of India and Myanmar.

He assumed the position of Secretary-General at the India-Bangladesh Chamber of Commerce and Industry (IBCCI) in July 2020. Since its establishment on December 26, 2006, IBCCI has been dedicated to supporting its members and the business community in improving productivity and efficiency. It offers various services to foster a favourable business environment between India and Bangladesh, thereby establishing a strong platform for business interactions. IBCCI is actively engaged in promoting trade and investment between the two countries, striving to address bilateral trade issues and empower Indian investors to contribute to Bangladesh's growth.

Since then, he has actively participated in numerous G20/B20 programs held in India and has extensively traveled to all the North East Indian States. Additionally, he has successfully led and coordinated over 25 business delegations to various programs across India.
